Take a look at the website for UNC Chapel Hill ( http://www.unc.edu ). The background image changes seasonally and based on topic area.

There wasn’t really specific criteria. In general, just aesthetics. You’re right that photography is an important part, but that is the case with many different types of websites, not just education.
