A lot of these sites have pretty lousy penetration. For instance, the Texas' College of Education looks pretty meh compared to the home page for the entire school. Georgia Tech and Virginia Tech are examples of excellent penetration. Even some faculty personal sites are developed by the designers of the school's website.
