CSS is a technology issue and isn't that important on usability (yes, its great to use if you can, though). One of the important aspects of usability are <a href="http://www.improvetheweb.com/write-in-simple-natural-language" rel="nofollow">simple language</a> and <a href="http://www.improvetheweb.com/how-visitors-view-websites-design-information-scent" rel="nofollow">clear click path</a> for the visitors. Then again, <a href="http://www.improvetheweb.com/use-text-instead-graphics-your-website" rel="nofollow">using text instead of graphics</a>, as you mostly suggested, should be good enough to speed up the site, make it more or less readable and search engine friendly (tho the latter isn't about usability). I guess you focused on the design part of the usability, eh? CSS is a technology issue and isn’t that important on usability (yes, its great to use if you can, though).

One of the important aspects of usability are simple language and clear click path for the visitors.

Then again, using text instead of graphics, as you mostly suggested, should be good enough to speed up the site, make it more or less readable and search engine friendly (tho the latter isn’t about usability).
